Problem with Desmume DS emulator sendkeys

Having an issue with Desmume opening to maximized window with GameEx. Here is the line from the config file:

emu_28_sendkeys=Sendkeys [QUOTE](%{ENTER}[QUOTE]

It maximizes the window but it causes the emulator to pause. The emulator is set to pause by pressing the space bar. Any help with this or if anyone else has their config they would like to share would be greatly appreciated. I also attached the config file.
